Writer Ponders BVU Plan To Split From City
I could not attend the last Bristol City Council meeting, so my comments may have been addressed. For all I do know, the proposed “spinoff” by Bristol Virginia Utilities is the best thing for this city, but my problem is that I don’t know all the facts. The first I heard is what I read in this newspaper recently.
So, number one, what’s the hurry? This is a significant decision affecting everybody. Why shouldn’t we have public discussions in a larger forum? Second, this is not a wealthy community. Many of our citizens are on a fixed income. Monitored utility rates are crucial for people and businesses.
Third, one could surmise that BVU is the only jewel in our somewhat tarnished crown. What about future growth (read: cooperation with the county) without BVU?
Fourth, are we in effect “selling” our utility? If so, are there other bidders, and do we have an independent appraisal of the asset? I always like second opinions, especially when talking about fair market value.
Last, is a referendum permissible in this situation?
