Double standard on guns?

In the Jan. 24 issue of the Bristol Herald Courier, the editorial urges the Virginia General Assembly to close the “gun-show loophole” and suggests various methods by which the venue hosting a gun show could deal with instant background checks to ensure that firearms aren’t sold to someone who could not purchase them legally, or, that the hosting venue could limit participation to dealers holding federal firearms licenses.
In the same issue of the newspaper, the classified advertising section contains advertisements for two handguns that will, if they sell, almost assuredly not be conveyed to one of the seller’s “friends or neighbors.” The question that comes immediately to mind is, “What is the venue hosting the sale (the newspaper) doing to ensure that an instant background check is performed on a potential buyer, or, that the seller(s) hold a FFL [federal firearms license]?”
