New Washington County, Tennessee, property appraisals arrived in taxpayers’ mailboxes Monday and many are not happy with the news. Among those people, Melinda and Tim Riner, who love their house in Fall Branch, but are also realistic.
“The 24 by 24 farmhouse, it’s not going to sell for $72,000 in this market,“ Tim Riner said.
Washington County assessors think the house is worth that much. The appraisal mailed to the Riner’s this week lists the property’s value at nearly $73,000; a far cry from 2004’s appraisal.
“It took 21 years for it to go from $20,000 to $44,000,“ Melinda Riner said. “Within one year, the appraisal went from $44,000 to $73,000.“
Of the 57,000 appraisals received this week in Washington County, the vast majority included similar jumps in value. In fact, according to Washington County Property Assessor Monty Treadway, on average, property values increased by somewhere around 30% across the board.
“This is what the state says we have to do every five years and we don’t like it any more than the people do,“ Treadway said.
Treadway could easily be the least popular man in the county right now, but he says the increases in home values since the last appraisal are justified.
“With the economic times that we’ve had, a lot of people say property values have gone down, but this is over the last five years, not over the last one,“ Treadway said. “From 2003 to 2007, property values increased by a big margin.“
Despite the high property values, Treadway says 60% of property owners won’t see a change when it comes to their taxes.
“It don’t actually mean a tax increase, because the tax rate will come down,“ Treadway said.
This summer, the state will lower the county’s tax rate to offset the increase in appraisal values. That means there’s a chance some people will pay the same in taxes. County Mayor George Jaynes says the only people who will likely pay more in taxes are those whose values increased by “more” than 30%. He says those with increases “under” 30%, could pay less in taxes this year.
Still, if people are not happy with their appraisals, Treadway urges property owners to call or visit his office in Jonesborough. Those with disputes may be able to present their case to the County Board of Equalization this Summer.

Phantom—- Please explain why then the Property Appraiser in our area, or around the whole country for that matter, not stand up against the Property Appraiser who Country Wide and other SubPrime Lenders hired that OVER VALUED homes by and average of 38% ?
Where was the Ethics Panel of the Appraisers Organizations ? Why were they not speaking out ? The banks must have been telling you about the high appraisals some people were turning in !
So this porfessional groups inaction forces the government to pass new rules about how appraisals are done and hire enforcement. At least some people are going to get jobs out of this.
I wornder if how many other Professional are acting the same way by ignoring the bad operator working in their Profession ?
I ask this because I have had 3 different appraisals on the same house and gotten 3 very different appraisals. The appraisers who work mainly in the cities price things $10k to $22k higher that an appraiser who works mostly in the ruarl areas and a new appraiser will allow the home owner to influence his appraisal! I have paid the $300.00 each for the appraisals to find this out. While the CON ARTIST that Country Wide had working for them who came from Flordia over valued my farm in Unicoi by at $338,000 when I know in my heart $280,000 is the best it will ever bring no matter what I do to the place because of it’s location.

So it made me wornder what those people who paid your income and your retirement would say.
What would our teaxhers who are about to retire here say to you ?

Just worndering why your so bend on taxes after just moving here. We have lived here a long time and know that taxes are high. Moving here must have taken so thought and taxes did not cross your mind.
We have a lot of Yankees move in here buying cheap and trying to improve the value of their property fast so they can sell at a profit and leave. A lot of old retirees are playing that game in communities all over the South.
We are just old dumb hillbillies though you may think so. We know cartpet baggers games.

You’re one of the reasons this area is considered by some to be backward. I don’t plan on leaving; thankfully, I live in a very nice area with wonderful neighbors and my taxes are probably paying for all your kids. You’d do well to shut up and mind your own business. Anyone posting here has a right to their opinions. You can state yours as well, but you don’t have to be so damned nasty by telling someone to move. But, you probably live in a creepy trailer park, so I’m just wasting my time even responding to someone like you.
new to area—- what would the paople say to your ranting about schools if you said this in the area where your retired from ?
Would they say give back the retirement ? Give up your healthcare ?
What would those people say to you.
If you can’t afford to live here maybe a move is in order.
Group togeather ! People with similiar homes need to pay for appraisals by a bank for a loan.
Then take that appraisal to the County and make them correct their appraisal.
FIGHT BACK WITH REAL WORLD LOAN VALUES !!!!! THEY CAN’T ARGUE WITH THAT !!
The way I see it, You can’t really put a price on something without a buyer. The county wants to say a piece of property is worth X amount of dollars, the county should be prepared to purchase the property from the owner for the appraised price should the owner want to sell.
Phantom I don’t have to pay property taxes on one house. The one going up 24%.
I am not going to refinance now or ever. Don’t need to. I do just fine. I just want to pay taxes that are fair(well I don’t really want to pay them but they need to be fair). 48% for that house is not fair, plain and simple.
Now maybe I shouldn’t complain as one is tax free but again fair is fair. I could still sell the for 30k less than appriasal and make good money on the house. I could not refinance and get what they are appriased for either.
So don’t lump me in with someone else, I am not someone else. I don’t want it both ways. Fair will do just fine.
This county has been needing a good house cleaning for a while now. I know they will pass the smoke and mirrors on to the state. The need a house cleaning also. All of them. Maybe the cleaning can start next week with the city.
Property owners want it both ways. They get mad when the property assessor raises the assessment on their property, and then get mad at a real estate appraiser when the value comes in lower than they wanted if they are getting the property re-financed. You can’t have it both ways. The property assessor does a re-evaluation every so many years, so naturally the value is going to go up. If property owners would take the time to find out exactly how the assessment is done, you might learn something from it. Property owners want the value to stay low for tax purposes, and then want the value high when getting their property re-financed or selling. Get real. You can’t have it both ways. So, shutup already!!

I own two houses, one went up 24% and the other went up 48%. I could sell the one that went up 48% for 30k less than appraisal and still come out ahead.
I haven’t received the card on the 48% yet I had to look it up online. I will be disputing 48% and maybe both.
