The Virginia Employment Commission says November’s unemployment was up from 4.2 percent in October, as more people looked for holiday employment and a weakened economy caused more factories to slow operations during the season.
   
The state’s November unemployment was well below the national rate of 6.5 percent.
   
Among Virginia’s 134 counties and cities, Arlington County had the lowest unemployment rate at 2.8 percent; Martinsville had the highest, at 14.9 percent.
