The Quillin family, who live on Hamilton Place in Colonial Heights, TN, say a water retention pond on the property of an Ingles grocery store on Fort Henry Drive in Kingsport routinely overflows during heavy rains and floods their backyard.
11 Connects first heard about the floods raging through the neighborhood Thursday night, when Representative Tony Shipley called the station to report the flooding.  The Quillin family contacted Shipley for help, after having little success elsewhere.
