Washington County Sheriff Seeks Position with U.S. Marshals Service

There soon could be a new sheriff in Washington County, Va., because Sheriff Fred Newman is seeking a high-ranking spot with the U.S. Marshals Service.

If he receives the presidential appointment and U.S. Senate confirmation for the job, Newman, 56, said Tuesday, he would resign from the Sheriff’s Office with more than two years left in his current four-year term.

“I obviously would not be running two departments,” Newman said in an interview Tuesday at the Bristol Herald Courier.

If appointed, Newman would take over as U.S. marshal for the Western District of Virginia, becoming one of two head marshals in the state and among 94 in the country.
Virginia’s Western District, as set by U.S. law, encompasses the 54 counties that make up the two-thirds of the state west of Richmond, according to the U.S. Marshals’ Web site.

The duties of the office are to protect federal court judges and witnesses while also hunting fugitives.

The annual salary for the Western District marshal’s office could not be determined Tuesday. Newman’s annual salary, and that of any Virginia sheriff in a locality with a population of 40,000 to 69,999, is $88,964, according to the State Compensation Board, which covers the pay of constitutional offices.

If he is appointed as marshal and resigns as sheriff, Newman’s short-term replacement would be picked by a circuit court judge, possibly from among Newman’s four captains, according to state law. That interim replacement would serve until a new sheriff could be chosen by voters in a special, county-wide election.

Virginia Sens. Mark R. Warner and Jim Webb, both Democrats, interviewed Newman as a potential candidate in February. Newman is now vying for the job against Roanoke County Sheriff Gerald Holt, according to the letter of recommendation Webb and Warner sent to President Barack Obama on March 13.

“It’s certainly an honor to be considered at this point,” Newman said.A date for senatorial confirmation has not been set. However, Newman noted that other confirmations for marshal have been in July.

Joining the Marshals Service “is something that I had talked about maybe a couple years ago,” Newman said. He said he told his deputies of his job bid six weeks ago.

Newman, a Washington County native, first won the sheriff’s seat in 1999, and is now serving a third term. He began his law enforcement career in 1975 as a patrol officer with the Chilhowie Police Department. He soon joined the Virginia State Police and in 1996 joined the Washington County Sheriff’s Office.

“I would fully expect, if I’m not successful in this endeavor, to run for sheriff again,” Newman said. “I truly enjoy what I do.”

Hazelwood charged Mannix with malicious wounding, a felony, but a VIDEO proved he was lying under oath.

However, Hazelwood was neither charged nor prosecuted for PERJURY…. in fact, he is still working as a deputy (undercover narc or something).

Fred Newman knows that Hazelwood impregnated a woman he was not married to, in direct violation of State Law, but Fred keeps him on as a sworn LEO.

Fred Newman needs Chris Hazelwood to frame people for crimes they did not commit, and gives him IMMUNITY for the crimes he does commit. They both should be INDICTED!

Fred has done a very good job in my estimation.  Try to convince me otherwise, if you can…I’m listening.

Fred Newman sent Detective Hazelwood to steal his files to frame him for “lying” on a CWP application. They got caught and had to cover it up.

President Obama should convene a federal grand jury to investigate Fred Newman.

I am surprised you haven’t heard of him, Commonsense.  He is always trying to stir up some kind of stink. I think mostly to see his own name in the paper.  Some people have to be a thorn in someone’s side all the time.  I think Sheriff Newman would make an excellent US Marshal and I hope he gets the job.

Seems to me the Clerk of Courts needs to tell a succinct story rather than all this gobble-de-glop!

Sheriff Newman corrupt?  I’m not convinced by this, and who is this Mannix person?

According to Annette Lein, Chris Hazelwood called the office and asked her to pull a file for him. He allegedly said he had been working for years to “get” Patrick Mannix and that he finally had found that he made a false statement on a gun permit application. He said he was coming by here and going to the Commonwealth’s Attorney’s office. Annette checked out the file for him, assuming that he was going to the Commonwealth’s Attorney’s office and would bring the file back. He then returned to the office and wanted a criminal file. He was told he could not check out a criminal file but could make copies of it. According to my staff, the entire time he was making the copies, he was acting In a very unprofessional manner. He was in the office when I went to lunch.

After lunch, my staff commented on the fact that he acted in a very unprofessional manner.

After talking with my deputies, I decided to call Sheriff Newman to determine if the copies were made with regard to an official Investigation. If not, they were to be paid for. He said they were made as a port of an investigation on a

possible felony charge. I told him my deputies had commented on Hazelwood’s unprofessional actions. He assured me he would take care of the matter.

Patrick Mannix then came into my office and said his cwp file could not be found. Sandy had looked everywhere for It. I told her the last time I couldn’t find it, it was In the Commonwealth’s Attorney’s office. Sandy called the Commonwealth’s Attorney’s office and was told that they did not have the file. Shortly thereafter, June parks called Sandy and wanted to know if the (expletive deleted) was still over here—­that Hazelwood had the file. The next thing I was told was that Hazelwood and Captain Davidson were on their way up here with the file.

Hazelwood came into the office with Melissa Sautters. I asked him by what authority he removed the file from this office. He said, “she gave it to me.” I aked him who gave it to him and he said, “Annette gave It to me, it’s for a criminal Investigation.” Annette had left early, so couldn’t question her. Apparently he made copies of all the documents from file No. CR7-86-52.

Sheriff Newman then called and requested a meeting for Monday.

I have Instructed my staff to pull all of Mr. Mannix’s file. They will be locked in

the exhibit room and can only be examined In the presence of one of my deputies or me.
