RICHMOND, Va. (AP) - The state Senate has again passed
legislation to allow no-excuse, in-person absentee voting in
Virginia.
Monday's vote on Sen. Janet Howell's bill was 29-10. The
Democrat-controlled Senate has passed similar legislation the last
two years, only to see it thwarted by the Republican majority in
the House of Delegates.
Howell's bill would allow Virginia voters to cast absentee
ballots in person without saying why they can't vote on Election
Day. Voters now must choose from a list of 17 excuses, such as
being out of town or taking care of an ill family member.
Howell, a Fairfax Democrat, said many of the more than 300,000
Virginians who voted absentee in person in 2008 probably did not
meet any of the criteria, but had to state otherwise.
