On August 3, Thai Immigration and police officials took a Tazewell man into custody.
Rollins, who was convicted in 1996 in Tazewell County on two counts of aggravated sexual battery of a child, was wanted by the U.S. Marshal’s Office for failing to register in the United States as a sex offender.
When Rollins was sentenced in 1996, he spent 10 years of his 12-year-conviction behind bars.
Investigators said he registered, as required by law, as a sex offender. He also renewed his registration when the time came. However, when his renewal came up a third time, he failed to complete registration. He has been wanted since then, 2007, by the Virginia State Police.
The U.S. Marshals for the western district of Virginia adopted the case, and found Rollins had traveled out of the country. They tracked him to Tokyo, but then lost the trail.
Eventually, said U.S. Marshal Byron Schiesz, they tracked Rollins to Thailand. Then, they contacted officials in Thailand for assistance since U.S. Marshals have no arresting powers outside of the United States.
Rollins was arrested by Thai officials in that country.
Two marshals, Schiesz and another man, traveled to Thailand to pick up Rollins.
Once their plane landed in Los Angeles, the LAPD took Rollins into custody. Virginia officials are currently working on extraditing him to the state.
