An indictment was handed down to Olivia Swafford of Dunbar Street in Kingsport on aggravated cruelty to animal charge.
Kingsport Police Department says an Appalachian Power employee reported a dog chained behind Swafford's house and that the chain was embedded into the dog's skin.
Police took the dog to an area veterinarian hospital where the dog was found to be suffering from malnutrition, heart worms and other parasites.
Swafford turned herself in to authorities Thursday. Her bond was set at $5,000.
