After 40 years of employment for an authority in Virginia plus the same tenure observing other authority experiences nearby I would like to make this contribution to the BVU debate.
There are some very reasonable and prudent operating advantages for being an authority versus a city controlled board already alluded to in the press.
I commend the BVU board and management as authors of the new ordinance for including the all important provision for board term limits. This is a giant step forward for any progressive change in the agency’s future operating agenda. Surely, “an ounce of prevention is worth a pound of cure” applies here.
