Johnson City, Tenn. -- Margaret Miller, the director of East Tennessee State University's financial aid office, said several factors contributed to the delay. Their updated computer software, titled "Banner," went online this year; one of their major lenders, Edamerica, was slow distributing loans; and two full-time staff members left before the end of the summer.
The department is woefully understaffed and loan applications fall behind every year, according to some students.
