City schools soon will have a new custodial service provider, following a Monday vote by the School Board.
GCA Services Group of Knoxville, Tenn., was selected unanimously to replace current provider Service Solutions, also of Knoxville.
Service Solutions has provided custodial services for city schools for more than 20 years.
“The committee that worked on that just felt it was time for a change,” Superintendent Doug Arnold said after the meeting.
Asked if there were concerns or problems about the current provider, Arnold declined to comment.
GCA was chosen from a field of four firms that submitted proposals. On a score sheet prepared by a five-member committee of administrators, GCA earned an average score of 94.64, while Service Solutions scored 93.14.
The biggest difference – 1.6 points – favored GCA for “evaluation and monitoring procedures of management staff.”
East Tennessee Janitorial of Knoxville merited a score of 62.51, while Facilico of Raleigh, N.C., scored 58.
GCA Service Group will be paid $510,000 for the first year, which is $5,000 more than the current provider gets. The contract includes a second-year renewal option of $555,900 and a third-year renewal option price of $567,000.
Service Solutions’ contract doesn’t expire until June 30, but the board also voted to exercise its option to terminate the deal on May 31.
“GCA Service Group requested to begin June 1 to allow more time for summer cleaning in June and July,” said Tammy Jones, the division’s director of finance and a member of the committee that recommended hiring GCA.
GCA also provides custodial services for school systems in Bristol Tennessee and Washington County, Tenn.
In other action the board unanimously:
Approved a bid $55,500 from S & T Painting of Parkston, Md. to paint the exterior of Virginia High School.
Approved a bid of $54,500 from Empire Painting of Richmond, Va., to paint the interior and exterior of Washington Lee Elementary.
Approved leaving annual tuition rates for transfer students at $100 for Virginia residents and $200 annually for out-of-state residents.
